A berat is a document issued by a sultan to grant a privilege, appoint a dignitary, or confer possession of a piece of property. It coveys both the official approval of the act and any conditions which must be met to be eligible for the privilege, office, or property. At the same time, it can be considered an order for third parties to comply with the grant. As an order from the sultan, it bears his seal.
