A firman is a document written to issue an order, decree or command regarding a given situation. These decrees collectively formed the kanun,or the administrative law of the Ottoman state. Usually they did not address an individual, but rather the relevant office such individuals held. As an orders from the sultan, firmans bear his seal, often elaboraetly painted and gilded.
